Press statement | 30.01.2019 In the shortest possible time, amend the Article 2 of the Rulebook on the cost of travel documents - related to the cost of travel documents for refugees Travel documents, illustration The institution of the Ombudsman for Human Rights of Bosnia and Herzegovina received on 25.09.2017 the complaint of Alija Šaćirović from Tuzla, concerning the violation of the right to travel documents. The complaint is registered under the number Ž-BR-05-255/17. The complaint Ž-BR-05-255/17 reads: "I am registered as an internally displaced person from Zvornik and I live in Tuzla as a displaced person with a family. My ID validity period is 2 years because I am a displaced person. My elementary rights are endangered. I took a passport and it is with a validity period of 2 years... " Following the initiated investigation by the Human Rights Ombudsman of Bosnia and Herzegovina and the conducted proceedings in the case of the complaint and in accordance with the Law on Ombudsman for Human Rights of Bosnia and Herzegovina, the Ombudsmen of Bosnia and Herzegovina issued recommendation number P-7/19 to the Agency for Identification Documents, Records and Data Exchange, by which they recommended that Article 2 of the Rules on the Price of Travel Documents be amended as soon as possible, taking into account the findings and the opinion of the Ombudsman of Bosnia and Herzegovina and to inform the Ombudsmen of Bosnia and Herzegovina within 60 days of the procedures and deadlines for undertaking measure on the implementation of the recommendation. Based on the submitted allegations and received responses, the Ombudsmen carried out a detailed analysis of the laws and bylaws regulating the types and forms of travel documents of Bosnia and Herzegovina, the authorities responsible for issuing travel documents, the procedure for issuing travel documents and central records and personalization of travel documents of Bosnia and Herzegovina, as well as the prices of travel documents, and it has been established that the passport for citizens of Bosnia and Herzegovina with a validity of 10 years amounts to 50 KM and travel document for refugees 40 KM and which is issued with a validity period of 2 years. The Ombudsmen of Bosnia and Herzegovina are of the opinion that the price of 40 KM for travel documents with a validity period of 2 years represents a disproportionate burden and a higher expenditure for the beneficiaries because it implies the obligation to pay this amount every two years. Monitoring of implementation of the recommendation P-7/19 is in progress.
