Press statement | 21.06.2019 Press Release Human Rights Ombudsman of Bosnia and Herzegovina On the occasion of yesterday's event involving the arrest of a man B. B., in front of the Temple of Christ the Savior in Banja Luka, Ombudsmen for Human Rights of Bosnia and Herzegovina Nives Jukić, Prof. dr. Ljubinko Mitrović and dr. Jasminka Džumhur invites members of the Republika Srpska Ministry of Internal Affairs to professionalism and consistent application of legislation in order not to endanger or violate citizens' rights. The Ombudsmen of Bosnia and Herzegovina this time especially remind the members of the Ministry of Internal Affairs of the Republika Srpska and all police agencies in Bosnia and Herzegovina that they have to act solely in accordance with the Constitution, international agreements, law and other regulations. Furthermore, police officers must comply with the standards of police treatment, in particular those arising from obligations established by international acts, which relate to the duty of serving people, respect for legality and the suppression of illegality, the exercise of human rights and fundamental freedoms, non-discrimination in the exercise of police tasks, and restraint of the use of coercive means, the prohibition of torture and the application of inhuman and degrading treatment. The application of police powers must be proportionate to the need for police authorization to be undertaken. Members of the Ministry of the Interior are obliged to act with care in the conduct of police affairs, taking care not to hurt the dignity of the person and not expose the citizens to unnecessary harassment, and to ensure full respect for human rights and fundamental freedoms of citizens in accordance with the European Convention on Human Rights, taking into account the principles of ethics, professionalism and legality, as well as the dignity, reputation and honor of the person in charge of the subject matter. The Ombudsmen of Bosnia and Herzegovina invite the competent Prosecutor's Office to take all necessary measures and actions within its competencies, and the Ministry of Internal Affairs of the Republika Srpska to fully investigate the event by engaging the Professional Standards Unit.
